About PHEP:
Prairie Harvest Employment Program is a non-profit, community based organization that creates opportunities for individuals and families to succeed.
At Prairie Harvest Employment Program, our goal is to help individuals who are facing challenges in their current circumstances that might inhibit them from seeking and retaining employment. Our staff will encourage, model, and promote strong work ethic, attendance, punctuality, and positive relationships as a basis for change and future employment.

Background History:
In June of 2004, Prairie Harvest Employment Program (PHEP) was created and funded through a partnership of Prairie Harvest Christian Life Centre Inc. and Human Resources Skills Development Canada (HRSDC). The project was initiated to meet the needs of a growing population of âat riskâ youth in our community. PHEP spent the first year and a half of its operations painting garages, cleaning garbage from Yorktonâs streets, undertaking construction/demolition jobs, and completing other odd jobs in Yorkton.
In December 2005, PHEP initiated Yorktonâs Curbside Recycling Program by receiving funding from the Painted Hand Community Development Corporation to purchase 400 residential blue bins to kick-start a pilot project that has developed into a partnership with the Saskatchewan Abilities Council and the City of Yorkton.
In March 2006, Yorkton City Council approved an increase to the residential recycling levy to support the operational costs of curbside recycling, creating the long-term sustainability of PHEPâs curbside recycling program. The Curbside Recycling Program delivers approximately 400 tonnes of recyclable material each year to the Kinsmen Recycling Centre!
PHEP has forged many other successful partnerships. In 2006, PHEP began receiving funding from The Provincial Government to create educational and employment mentorship and guidance for âat riskâ youth. This partnership remains an important part of our long-term sustainability.
PHEP also partners with the Yorkton Business Improvement District on a flower pot project that beautifies Yorkton downtown area during the summer months.
Although the backbone of PHEP activity is the Curbside Recycling Program, other services offered to our community include an odd job squad and fine option program. Through these partnerships our services, in particular the curbside recycling program, are delivered to Yorktonâs residents at half the actual cost. This makes Yorktonâs residents the primary beneficiaries of our services!

Fine Options:
PHEP provides opportunities for individuals to work off fines issued through the Provincial Court system. The Fine Option Program is not an alternative to sentencing but gives people the opportunity to settle fines by doing unpaid, supervised community service work rather than paying in cash. For each hour you work, you will earn a credit toward your fine at the current minimum wage rate. If you work only a portion of your fine, the balance owing can be paid in cash to avoid further consequences. As a Fine Option Agency, we will assign suitable community service work to people who register to settle fines under the program.

Recycling is picked every Tuesday to Friday throughout our city. The pickup schedule matches the garbage collection schedule so that your recycling and garbage can be set out on the same day. All recyclable materials are sorted and delivered to the Kinsmen Recycling Centre where the materials are sorted and processed.
If you would like to join our curbside program, hereâs how:

Is there a retail store in Yorkton that sells recycling bags? Yes! You may purchase bags at any retail store of your choice. (eg. Wal-Mart, Superstore, Canadian Tire etc.) The recycling bags are in the same aisle as standard garbage bags.
I see a $10 recycling fee on my City Water Bill. Where does that money go? If you pay a City of Yorkton water bill, you may notice that there is a $10 recycling levy on your residential water bill. Since billing occurs every 2 months, the total fee is $5 per month. Of that $5 fee, $3 goes to the Saskatchewan Abilities Council for processing the recyclable material collected, and $2 goes to helping PHEP function daily. If you break the $2 fee down, it works out to 50¢ per recycling pick up.
How do I sort my recycling? Place all paper products in one clear bag (cut cardboard, box board, newsprint, white paper, paper bags, envelopes, toilet paper rolls, etc.). Place all other household material together in another bag (tin, plastic, beverage containers)
Can I put out more than 1 bag of household material or paper for recycling pick-up Yes! That is part of the reason that we switched to the bag system â to allow more flexibility as far as the volume of recycling material allowed for each household. Please recycle regularly to avoid accumulation, but if you do happen to have lots of recycling one week (because of a holiday or special occasion) that is acceptable. If you are finding that you are using more than 2 bags of recycling on a weekly basis, you may want to consider switching to a larger size of recycling bag.
I am doing some spring-cleaning and I have a lot of recyclables. What do I do? Please take any accumulated material directly to the Kinsmen Recycling Centre. If you only have few items, they can be added to your regular recycling, but we discourage people from putting out large amounts of recycling at one time.
What do I do if I forget to put my bags out on my pick up day? You may take your recycling directly to the Kinsmen Recycling Centre, or store your materials until your next collection day.
What do I do if it is my collection day, but my house was missed? If your bags were NOT out for 8 AM and you were missed, your bags will be collected on the next scheduled collection day. Each day we service a different section of the city, and we do not re-do areas already serviced. If your recycling was out by 8am on your collection and you were missed please call 306-786-1840 or 306-621-1521 to report your missed recycling pick up. On occasion, due to bad weather or mechanical issues, the curbside recycling schedule will be delayed from its regular routine. Please do not call to report missed pick up until at least 4:00p.m. on your collection day.
A statutory holiday is coming up and itâs on my recycling day. Will there still be curbside recycling pick-up? No, we do not pick up recycling on statutory holidays. If a holiday lands on your recycling day, your pick up will skip one week and your recycling will not be picked up the next day.
Is there curbside recycling pick up between Christmas and New Yearâs? Please refer to Recycle Coach app as the schedule changes from year to year
What is the difference between cardboard and boxboard?
Cardboard is corrugated material. If you look at it from the side, you will see one layer of paper, a layer of wavy paper, and another layer of paper. Boxboard is only one layer of paper. Examples of boxboard are cereal boxes, Kleenex boxes
Do you pick up if it is raining or snowing? The only time that we do not collect recycling is if it is -40 degrees Celsius without the wind-chill or if there is a major blizzard. When it is raining or snowing please do not put your bags up by your house or put anything over the bags that may prevent the drivers from seeing it. Bags must be visible at the curb.
I want to recycle all of my household paper, but it contains personal information. Should I shred it first? YES! Your personal information is what identity thieves are after. We suggest that you shred any documents that contain personal information (date of birth, full name, address, SIN number, financial information, junk mail, passwords, etc.) before sending it with your recycling
